Manheim Borough's Municipal Services Program includes many services; 

 

Street Sweeping

In the spring Manheim Borough contracts a street sweeper to clean the gutters in order to prevent unwanted materials from entering the storm drains.  Before each street sweeping event an article is published in the Borough Newsletter. 

 

For 2007 street sweeping will take place on Tuesday, April 17th and Wednesday, April 12th at 5:00 a.m. on both days.  On April 17th the odd side of the designated streets will be swept.  (The odd side of the street is determined by property address - all numbers ending in 1, 3, 5, 7 or 9.)  The even side of the same streets will be swept on April 18th.  (Properties address in numbers ending in 0, 2, 4, 6, or 8.) No parking will be allowed on the side being swept. Signs will be posted and parking will not be allowed until the signs have been removed. 

 

For designated streets, please refer to your Borough Newsletter.  Should you not receive one in the mail there are always additional copies in the Borough Office or you may view it on this web . 

 

Trash & Recycling

Manheim Borough contracts a licensed waste hauler to operate in the Borough so that residents receive uniform refuse and recycling services. Trash and recycling will be picked up on Thursday mornings for properties south of High Street and Friday mornings for properties north of High Street.

 

Trash and recycling should be placed curbside the night before pick up, but not before 6pm the night before pick up.  Each residential unit is allowed to place three 30-gallon containers out for trash pick up.  These containers are not to exceed 30 pounds each.  Should you have additional trash, extra service tags are available for purchase a the Borough Office. 

 

A special curbside recycling bin is available for your home and is to be used to place your recyclables at the curb for pick-up each week. Items not placed in a bin will not be collected.  Recyclable materials are also to be rinsed before being placed in the bin.  The following are collected each week:

 

  • Glass: For example, spaghetti jars and juice bottles.  (Lids are NOT recyclable.)  NO broken glass, pyrex, cooking ware, plates, mirrors, light bulbs, window or drinking glass or ceramics. (They go out with regular trash.)
  • Plastic Containers:  #1 or #2 should be visible on the bottom of the container. NO "Tupperware" or "Gladware" as they are usually #5 or #6 and are too stiff to recycle.
  • Aluminum and other food and beverage cans:  These are made of steel, tin, or a combination of metals, such as soda cans.
  • Newspapers:  Newspapers MUST be tied in a bundle or brown bagged.  NO plastic bags.  Place the bundle or brown bag on top of or beside your recycling bin. 
  • Magazines:  These are not recyclable and should be disposed of in the trash.  Where possible, try not to put them out on wet-weather days. 

Special Items of Disposal

Oversized items such as furniture, carpets, televisions etc. (weighing more than 30 pounds or bulky to handle) - must have a orange tag which is available for purchase at the Borough Office or Manheim Community Library for $5.00 per tag.  No more than two (2) oversized items will be picked up at any one residence each week. No sofa beds, flourescent bulbs, light bulbs, plasma televisions, construction debris or glass doors are to be set out with trash or recycling.  These items must be specially be disposed of.

Extra Trash

Beyond the three 30 gallon containers of trash allowed per week must have a yellow tag that is available for purchase at the Borough Office or Manheim Community Library for $1.50 per tag.

 

Yard Waste

Yard Waste is to be placed in a Kraft bag and have a green tag that is available for purchase at the Borough Office or Manheim Community Library for $1.50 per tag. It will no longer be collected in plastic bags of any kind.  Yard Waste is considered "soft" organic materials including grass clippings, leaves, sod and topsoil.

 

Woody Yard Waste pick ups for 2008:

SOUTH SIDE: April 10, 24, May 8, 22, June 5, 19, July 3, 17, 31, August 14, 28, September 11, 25.

NORTH SIDE: April 11, 25, May 9, 23, June 6, 20, July 5, 18, August 1, 15, 29, September 12, 26.

 

Large Appliances

Appliances must have an orange tag affixed.  Tags are available for purchase at the Borough Office for $15.00 per tag. Large appliances are picked up twice a year, once in the spring and once in the fall.

 

Large Appliance pick ups for 2008:

SOUTH SIDE: April 17, October 16.

NORTH SIDE: April 18, October 17.

 

Tires

Tires must must have an orange tag which is available for purchase at the Borough Office for $3.00 per tag. Tires are picked up the same day as the large appliances.

 

Household Batteries

For disposal of regular batteries, use the orange plastic battery collection bags which are provided by the Lancaster County Solid Waste Authority.  These are available for free at the Borough Office.

 

Place all household batteries in the orange bag. When the bag is full, place it next to the recycling bin at the curb. The trash hauler will collect the bag during regular trash pickup. Please be careful that the batteries do not leak inside the bag.

 

Cardboard

Two cardboard dumpsters are located, side by side, in the Municipal Parking Lot - located at the corner of South Wolf Street and East High Street (just behind the Fasig House).  These are currently the only cardboard dumpsters available. 

 

Cardboard is NOT to be taken to Memorial Park.  There is a sign posted redirecting residents to the actual cardboard dumpster location in the Municipal Parking Lot.  If you witness anyone dumping cardboard in that area, they are dumping illegally and should be reported.  This is a public area and should not be abused. 

 

All clean corrugated cardboard is to be disposed of in the cardboard dumpster.  The trash hauler has been advised to leave behind any salvageable cardboard at residential stops.  They will NOT take the cardboard to the dumpster for you.  If for any reason you are physically incapable of taking it there, please give us a call at the Office at 717-665-2461 and we will assist you in any way we can.

 

Thank you for recycling!  Participation in the recycling program allows the Borough to obtain grants that fund the program.  Our positive recycling allowed us to obtain a grant for the Kraft bags so that residents may take them for free.

 

Trash Delays

The hauler used in the Borough operates on a different holiday schedule than the Borough.  For the following holidays there will be a one day delay in pick up.  This means that if your regular trash day is Thursday, your trash and recycling will be picked up on Friday for the week of the holiday.  If yout regular trash day is Friday, your trash and recycling will be picked up on Saturday for the week of the holiday. 

 

The following holidays are observed by the hauler; Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.  For specific dates please refer to your Borough Newsletter or click here for the Calendar of Events page.

 

Leaf Program

In order to keep the Borough Storm Sewer System as free from leaves as possible, leaves are to be collected by residents from sidewalks, curbs, and yard to be places in biodegradable Kraft Bags.  THE HAULER WILL NO LONGER ACCEPT LEAVES BAGGED IN PLASTIC BAGS.  This will assist the farmers that accept leaves as plastic does not decompose.  It also lessens our trash tipping fees.  Pick up dates will be listed in your newsletter. 

 

On these dates, the Kraft Bags should be placed curbside in front of your property by 4:30 AM. Bags containing a combination of leaves, sticks, trash and/or garbage will NOT be collected. After the specified leaf pick-up days, bags of leaves must have a green tag attached to the bag.

Kraft bags are available free of charge at the Borough Office.  If you have any questions regarding pick up, please contact the office before your scheduled pick up date.

Snow Plowing

When snow falls the Borough's street department is responsible for plowing the streets.  In a heavy snowfall a snow emergency may be called.  In this event no parking is allowed on emergency routes.  Any cars on the road must have chains affixed to their tires. 

 

The Borough also has a contract for additional snow plows who assist in clearing and salting the roads for safe travel.  Snow emergency television channels and radio stations are issued once a year in the Borough Newsletter.  A list of snow emergency streets are always provided with that list.  If you misplace your newsletter extra copies are avaiable at the Borough Office, or you may call and the staff will provide the necessary information.

 

Municipal Service Fee Charges

To help with the cost of the above programs and others such as the Public Works/Streets Department and street lighting costs, a bi-annual service charge of $100.00 is issued to each unit within the Borough.  Questions regarding your statement should be directed to the billing administrator at extension 16.
