The Borough adopted a Zoning Ordinance in March of 1993 which regulates the size, intensity of uses, size and location of buildings and other structures as well as establishing regulations for land uses by trades, businesses, industry and residences including home occupations.

In 2004 the Borough adopted the 2003 International Building Code and has adopted applicable updates. These provisions have been designed and enacted with consideration for the character of the Borough, its various parts and the suitability of the various parts to support particular uses in order to promote, protect and facilitate the public health, safety, morals and general welfare. Copies of the Ordinance are available for review or purchase at the Borough office. Questions regarding the Zoning Ordinance and/or Codes should be directed to the Zoning Officer.

Permits – zoning and/or building permits are required by the Borough for, but not limited to, the following:

  • Any change in use of a building or property
  • New construction
  • Additions
  • Demolition
  • Replacement projects, including – roofs, siding, windows, doors, etc. with the exception of in-kind replacements
  • Interior structural alterations
  • In-ground and above-ground pools
  • Storage sheds, regardless of size and location
  • Fences
  • Erection or modification of signs
  • Construction of decks and patios
  • Enclosing of porches, decks and carports
  • Installation or enlargement of parking areas and/or driveways, regardless of the material used and
  • Installation or replacement of curbs and sidewalks.

Any building & zoning permit application submission must be complete including signatures & date, the contractor PA home improvement number (PA HIC #) and a current copy of their insurance. The storm water management form is required to be filled out in every instance. Existing and/or the creation of new impervious surfaces such as any building, sidewalks, driveway, gravel /stoned areas, etc. located within the property lines are used to calculate the impervious lot coverage to a maximum permitted percentage by zone.

Please note that while the ordinances provide for a 90 day review period for permit applications, the codes department’s goal is to review and process complete applications within two weeks. Application and other codes-related work load may affect this timeframe.

Sheds, Pools & Fences

The zoning ordinance and building code provide regulations that deal with the placement of storage sheds and pools as well as the erection of fences. All such structures are subject to review and permits, regardless of the type and proposed location.

Any pool that has the ability to contain 24″ of water or more requires a permanent 4′ high fence. This includes but is not limited to the recently popular vinyl, inflatable, storable pools. Specific design standards are also provided for these required fences.

Generally, the ordinance provides a maximum height for fences of six (6) feet in residential areas. Please check with the Zoning Officer when planning to erect one of these structures.

Garage/Yard Sales
An owner or occupant may conduct up to two (2) garage/yard sales per year. No sale shall be conducted for a period longer than three (3) consecutive days. The sales may offer for sale personal possessions; no import or stocking inventory shall be permitted. Signs placed in relationship to the garage/yard shall be removed immediately following the sale. A yard sale sign permit is required. Signs must not be posted more than 3 days before the event and must be removed promptly after the event’s closure. SIGNS MAY NOT BE POSTED FOR SALES OR EVENTS LOCATED OUTSIDE OF THE BOROUGH.
